This is a problem with your kernel modules and specially iptables. Check your nova-compute.log to find something like:

stderr: "iptables-restore v1.4.21: iptables-restore: unable to initialize table 'nat'

I think some iptables modules are not enabled in your kernel which causes this error.

Atleast write exactly few next lines after "command: sudo nova-rootwrap /etc/nova/rootwrap.conf iptables-save -c Exit code: 1" line in your log file. To discover the problem its necessary.
