Reinstall libvirt and reboot restores virbr0. No adverse effect on openstack.

Reinstall I don't know why packstack requires to remove virbr0; it seems unnecessary. A re-installation of libvirt RPM and a reboot restores interface virbr0. This is the least effort method. No adverse effect on openstack.
