Update: This issue was resolved by following the updated Juno Cinder FC configuration guide where it states that the following packages are required for the compute node for FC:
KVM host requirements
You must install these packages on the KVM host:
• sysfsutils - Nova uses the systool application in this package.
• sg3-utils - Nova uses the sg_scan and sginfo applications.
