Yes you can do this. It's not attaching prior to running state, it would be booting with ephemeral and a secondary volume attached:

You could use their examples and look into this option:

bootindex=INDEX

Orders the boot disks. Use 0 to boot from this volume.

You would set it to a non zero number.
