The keystone.conf should point to the MySQL connection. Based on http://docs.openstack.org/trunk/openstack-compute/install/yum/content/dashboard-system-requirements.html, the Horizon node just needs to be able to reach the Keystone node. That's set in local_settings in /etc/openstack-dashboard/local_settings on RHEL, /etc/openstack-dashboard/local_settings.py on Ubuntu/Debian.

The notes on this page: http://docs.openstack.org/trunk/openstack-compute/install/yum/content/installing-openstack-dashboard.html discuss indicate that the address and port in local_settings(.py) must match the ones set in /etc/sysconfig/memcached when using memcached for session storage.

Connection refused often means a configuration file isn't correct, so you're correct to triple check what points where.
