Try using the nova flavor-create command to create new flavors.

nova flavor-create [--ephemeral <ephemeral>] [--swap <swap>] \ [--rxtx-factor <factor>] [--is-public <is-public>] <name> <id> <ram> <disk> <vcpus>

where:
--ephemeral <ephemeral> (optional) is the ephemeral space size in GB (the default is 0).
--swap <swap> (optional) is the swap size in MB (the default is 0).
--rxtx-factor <factor> is the RX/TX factor (the default is 1).
--is-public <is-public> makes the flavor accessible to the public (the default is true).
<name> is the name of the new flavor.
<id> is the unique integer ID for the new flavor.
<ram> is the memory size in MB.
<disk> is the disk size in GB.
<vcpus> is the number of vCPUs.
