You change guest MTU by configuring this in the /etc/neutron/dhcp_agent.ini: dnsmasq_config_file=/etc/neutron/dnsmasq-neutron.conf
Then create the dnsmasq-neutron.conf with this:
dhcp-option-force=26,1400
This forces an MTU of 1400
