If you follow @holger-king and run as root :-

export http_proxy=http://<proxy_username>:<proxy_password>@<proxy_host>:<proxy_port>
export https_proxy=https://<proxy_username>:<proxy_password>@<proxy_host>:<proxy_port>
rpm --import http://www.rabbitmq.com/rabbitmq-signing-key-public.asc
