You want Neutron L3 Layer to work without Neutron L2 layer. I guess it is not possible in Havana. Tenant is supposed first create router, then private network, created with dhcp option to avoid assigning private IPs manually, then create internal interface for router to this network and afterwards external network provides gateway for mentioned router to be able via Neutron L3 layer obtain floating IP. Maybe IceHouse with ML2 plugin would serve you needs better assuming flat network approach.
