Solved by CONFIG_USE_EPEL=y in the packstack config file and using the following 2 installed packets:

yum install http://repos.fedorapeople.org/repos/openstack/openstack-havana/rdo-release-havana-6.noarch.rpm (havana-7 version used)

yum install http://dl.fedoraproject.org/pub/epel/6/x86_64/epel-release-6-8.noarch.rpm

yum -y update

I did not replace the default installed python 2.6.6

set Selinux to disabled state

reboot
