When you login into the dashboard as an admin, the home page is an Overview page that shows some general usage information. "Connection Refused" means it's trying to get information from a service that's currently down.

Double-check that the URLs in the Keystone service catalogue are correct for Nova/compute. You can also check if the service is working correctly by doing nova list using the CLI tools.

If that doesn't help, could update your question with the apache logs and show the full stack trace for the error? This should help to pinpoint more exactly where the Connection Refused error is coming from.
