I was not able to find a similar proposal for Hyper-V support at this time.

Currently In Grizzly (when this question was originally asked) Ceilometer supports neither did not support ESX nor Hyper-V but there is Hyper-V, a blueprint for Hyper-V support on was actioned in the Havana road map: release: https://blueprints.launchpad.net/ceilometer/+spec/hyper-v-agent

I was not able to find a similar proposal for ESX support at this time.
