Hello Grobile, Lets start with the basics, Make sure you had followed the steps to create the credential file.

Step 1: nano creds

Step2 : #Paste the following:
export OS_TENANT_NAME=admin
export OS_USERNAME=admin
export OS_PASSWORD=admin_pass
export OS_AUTH_URL="http://192.168.100.51:5000/v2.0/"

Step3: # Load it:
source creds

Looks like from the doc you followed, there is one step missing which is to source the credential file to your login across reboots. Below command will achieve this.

echo "source ~/creds" >> ~/.bashrc

Now when you try execute keystone user-list you should get the lists.
