The packages we build an put in our PPA (which is also available for Ubuntu 10.04 (Lucid), by the way) are built by taking a tarball from
http://nova.openstack.org/tarballs/
and adding this branch on top of it
https://code.launchpad.net/~openstack-ubuntu-packagers/ubuntu/natty/nova/ubuntu/
and then the usual dpkg-buildpackage stuff.
