So this file is backing a loop device that LVM is using as a PV. The loop device is probably /dev/loop0 - check with losetup -a

So to expand the PV into the new space do:

pvresize /dev/loop0

losetup -d /dev/loop0
losetup -fv ~/cinder-volumes
pvresize /dev/loop0
