Every node you want to be able to query the ceph cluster from needs some kind of keyring (it can also be a read-only client if you just want to query the cluster status), the MON nodes usually have an admin keyring in /etc/ceph/. Compare the contents and copy the file to the OSD node (if really required). The ceph.conf file should already be present.
