Most cloud images don't have a root password. You communicate with them through a normal user and SSH keys. If they do have a password, there is normally no way to retrieve it.

It is, however, possible to have Nova inject a password into the instance. It will be shown in the instance details. There are a number of conditions; see https://docs.openstack.org/nova/train/admin/admin-password-injection.html.
