Hey! You can use packstack for development too. I would advice that once you are done with

$packstack --allinone  for development puposes do $ ps -ef | grep <openstack_service>


where <openstack_service> can be the service on which you want develop, ie, keystone, neutron, etc.
The command under the CMD column is the command you would like to use
Taking example for keystone,

\$ ps -ef | grep keystone


you should see

/usr/bin/python /usr/bin/keystone-all --config-file /usr/share/keystone/keystone-dist.conf --config-file /etc/keystone/keystone.conf


Use the above for development on keystone source. You can use python debugger conveniently with this.
Note: The above command won't work if the service is running, do stop the service before using it.
