I just tried this, I could not ping my Windows 7 VM, but after adding a Ping security rule to my windows box and shutting off the firewall ping works fine. Go into security groups and add a rule for ping with ICMP set to -1 -1 then add that group to you windows instance. It will work, I just did it.
