Note - for me I had a cloudstack installed before and this might be a package issue or configuration issue with libvirt etc. I did completely uninstall first before installing openstack however.

Creating the instance works but spawning does not.

openstack server create --flavor m1.tiny --image 3b024287-54dd-4528-a8c8-ca336f67c130 --key-name demo --nic net-id=5599cd2e-87a2-4036-8982-1ac76e0a42fe instance01 --debug

Looks to run fine - however when the VM spawns I'm having a similar problem, new user using the latest release -

/var/log/nova/nova-compute.log

Now cloudutils sounds like it might be missing from the cloud-utils package, which i installed from yum -

yum install cloud-utils

Reboot problem still there - I'm going to start again with a fresh install of CentOS7 / packstack to test again as my issue may be that this was installed on a "used" install. Will post again if that fixes, PITA as otherwise everything appears to be running....
