I think the question is whether one can run OpenStack without an operating system. Since it is written in Python and builds on many other Python-based pieces of software, the answer is no. You need Linux under it, though I believe it has been ported to BSD and Solaris.

You probably confuse OpenStack with baremetal hypervisors like ESXi or some flavours of Xen. However, OpenStack is not a hypervisor. It manages hypervisors.
