Tenant network is a private network built on top of a virtual/physical switch through openstack api. It is unique network owned by a user belongs to a tenant. It can be kept private or shared it with some other network across tenants.

This private network concept can be compared with AWS VPC, where you can build your private network on top of a virtualized layer in amazon infrastructure. It can be kept isolate or it can shared with other network in a same tenant coupled with network of a different tenants.
