Thanks for reverting back. It seems there was an issue when around a user was able to add 10K AAP entries. Please see here https://bugs.launchpad.net/neutron/+bug/1336207.
This then lead to this https://review.openstack.org/#/c/107733/2/neutron/extensions/allowedaddresspairs.py which thus resulted in the default value coming down to 10. For sure this can be played with and will check how it goes.
