Just only on cloud instance issue as root :-
$ ifconfig eth0 mtu 1400 up
I am surfing internet on F20 instance with slowly working KDE via Konqueror All other interfaces are running at mtu 1500 ( on Controller, on Compute and bridges)

Same picture on CentOS 6.5 instance. Decrease MTU to 1400. I guess I am done with this issue.
