I don't know what's the status these days, but devstack was never supposed to be rebooted. One problem is the way the physical LVM volume is created - it resides on a file that is turned into a disk device via losetup. When rebooting, you need to run losetup manually to recreate that physical volume.

I am sure there are more examples of resources that are not set up at reboot time. If you want an all-in-one cloud that survives a reboot, use packstack (not perfect, but much better). It seems that Ubuntu also has an all-in-one solution; shop around.
