Why do you think neutron would choose a subnet? The DCHP client needs to choose an DHCP offer from the two DHCP servers, that you have enabled in the two subsets. In general, the client will pick the first offer.

Why do In a test, I have created two subnets in a single network and using 'openstack port list' you think neutron would choose see only a subnet? The DCHP client needs to choose an single DHCP offer from the two DHCP servers, that you have enabled server with addresses in the two subsets. In general, the client will pick the first offer.both subnets. So your question remains open.

In a test, I If you have created two defined several subnets in a single network and using 'openstack you may choose the subnet a port list' is created in. The syntax is: openstack port create --network <network> --fixed-ip subnet=<subnet> <port-name>. If you see only do not choose a single DHCP server with addresses in both subnets. So your question remains open.subnet, I do not know what subnet Neutron chooses.
