The issue was solved!! The log file was present in /var/log/upstart path. From log file got to know the error like /etc/neutron/fwaas_driver.ini file is missing. Hence, I just created the fwaas_driver.ini file in the above mentioned path and restarted neutron services. Then listed neutron agents:

The l3-agent was up and running!!!!!!!
