Ok guess ill answer my own question to help anyone in the future who try's googling this.

run the following to reset or change the password of the admin user or any other user i assume.

openstack user password set --password <new-password> --original-password <current-admin-password>

looks like the CLI will hunt down/select the correct user based upon the password given.

looks like If you wish to change a service user password such as glance or a demo user run the CLI will hunt down/select the correct following

openstack user based upon the password given.set --password-prompt glance
