I usually paste the following into the "Launch Instance -> Configuration -> Customization Script" dialog box:

#cloud-config

users:
  - name: ubuntu
    lock-passwd: false
    shell: /bin/bash
    plain_text_passwd: 'SECRETPASSWORD'
    sudo: ALL=(ALL) NOPASSWD:ALL

If you are booting from the cli with "nova boot", put the above in a file and add the "--user-data filename" option.

Also, you need to add a rule to allow ssh in to the vm. You can do this from the dashboard at "Secuity Groups -> Manage Rules..."
