- python-virtualbmc (https://github.com/openstack/virtualbmc) VirtualBMC is a proxy that translates IPMI commands to libvirt calls.  This allows projects such as OpenStack Ironic to test IPMI drivers using VMs.

So TripleO VENV relays on Libvirt presence on undercloud VM, which you might miss in VMWare environment
Even before this change coming with RDO Ocata fake-pxe booting was Libvirt dependent feature in TripleO QS either
instack-virt-setup ( TripleO VENV classic approach ).
